I am looking to relocate to a place which has four seasons, but not a lot of snow, (less than a foot of snow) low crime, sound medical care, and a good variety of private religious schools.
Raleigh, NC. I don't know about the private schools, but it fits the rest of your criteria. Since you are concerned about crime, you would want to live in the 'burbs rather than the city itself.
I always heard that Saint Louis has the largest number of religious schools in the cothem are country, most of them are Catholic. While the city itself isn't the greatest thing, it certainly has its highlights (Forest Park, CWE, Downtown). There are a lot of nice suburbs too. I can't tell you a whole lot about the weather, but it beats us up here in Mpls.
Springfield, Missouri may fit the bill as well. The snow is usually fairly mild, rarely more than 5" at a time, four very distinct seasons, great hospitals (even a cancer research facility), and private religious colleges.
Raliegh, NC is where I would start, close by is Cary, NC. that may fit what you are looking for.
