It sounds like the Midwest (not the West) is for you. Based on your description, anywhere in South Dakota, Nebraska, and Kansas would be what you are looking for. There are also places in the eastern Midwest that fit your description, but get much more rain.

The dividing line is roughly the 100th meridian. You should give Farmington, NM more consideration. It's a beautiful area.
I lived in OKC, OK from 1995-2004 and loved it. The people were friendly, it was a slower pace of living (I moved from SE FL), was able to rent a 1 BR apt. for about $440 and the winters weren't too severe (except for ice storms). I DIDN"T like the tornadoes! Everyone compares tornadoes and hurricanes, but we get about a week's notice to put up our shutters, get food, etc. Living in an apt, I had to get in my tub a few times.
