Who can locate this kind of small town in America? I bet no one in America can?

I am looking to move by August/September 2010 to a small town. You wouldn't think that should be so difficult. THINK AGAIN!!

I am a 63 yr old retired man from Ohio looking to move to a small town but my research cannot find that such a town with the following criteria even exists in America. I have been using www.city-data.com as one of my data bases plus using various search engines. I have been unsuccessful in my search for over 9 months.

The small town I want to move to needs to meet the following basic criteria:

1.Geography/Climate
A- A warm, sunny climate where I can grow a vegetable garden for 9 months each year.
B- That has a forest and river where I can fish, walk and enjoy nature.
C- Average winter low temp about= 30 degrees.

2. Crime
A- A safe small town to live in. A low crime rate that is about 1/2 the national crime rate index of 320.9

3. Demographics
A- Population between 1000 - 4000 people.
B- A homogeneous population percent of no less than 75%.

4. Cost Of Living
A- A low cost of living index between 70 - 80. (US national cost of living index=100)

I need help from someone who thinks they may know of such a town which I am searching for.

There are some small towns in Northern California that many people may not consider based on your criteria list.

Check out the towns of Penn Valley, Browns Valley, Smartsville, and Dobbins. I think they will meet most of your criteria, but I'm not finding much in the way of crime stats for you. They are located between the larger towns of Marysville and Nevada City/Grass Valley. For the heavily forested areas, travel up Highway 20 into the Sierra Nevadas and check out some of the most beautiful scenery in America; where blue water and pines meet granite.

Good luck to you.
