Most likely candidates: Kodiak, AK... Juneau, AK... Hancock, MI... Madawaska, Maine... Eastport, Maine...

Reason: geography and climate. Yes, I do HATE hot weather! Keep me 60 degrees F or less year around and I'm all smiles. (Actually I'd jump on a chance to live in Greenland (the country), or a similar Arctic climate! It's just the job and immigration thing )
