The short answer is that it depends on the collective mindsets of the poeple in each nation. I think in countries where people insist on staying stuck in the same old mindset that isn't working end up creating impoverished and war torn countries.

There are very few countries in the past few centuries in which "the people" in each nation had anything to do with it.
