I agree. If we would have been thinking clearly when we set things up, we would have been fine. The rest of the story is that we went to a local credit union yesterday, set up an account, and they typed up a letter for us on their letter head. They accepted our rental lease as proof of residency, whereas the DMV does not. This is how I was able to obtain my SC DL yesterday. Our primary bank does not operate in SC, and it is something we have been needing to do, but, have been putting off, so it worked out.

Both personal and business we are as close to paperless as possible. I'm certain that we used printed copies of our utility bills when we did our licenses, since we've never gotten physical copies.

We brought in a printed copy, they rejected it. Fortunately, we did have an original in the car. At that point, my dh went ahead, and got his DL since his name was on it. Mine was not. We then did the above bank account opening, for mine.

They wouldn't accept a letter from the bank when I tried to get a SC drivers license. I ended up getting a letter from my employer stating my address - and that worked. Honestly, I could have forged it and gotten away with it so I don't see how they took that but not a letter from the bank.

When we moved to NH 17 years ago, all we needed was our current license from NY State to get a NH license. I assumed this was because NY had vetted us when we originally got our licenses and NH took their word for it! For registration, we did need the original title to the vehicles and I get that. When we moved here we found a big difference.

We moved here knowing we would rent a Corporate Apartment and leave our furniture and anything else we couldn't shoehorn into our SUV in storage until we found the right house. We got here in late June and took care of renters and auto and insurance since ours was due to expire 6/30/13 anyway. We both needed our SS Cards, Birth Certificates WITH raised seal, proof of residency (they accepted our bank statement and since we've had TD Bank for a few years it was easy to change our address with them), current vehicle registration and the Title. With all this, my husband was able to get his license and get the car registered. I, however, had MUCH more to prove. Since the name on my Birth Certificate is different than my married name, I had to show our Marriage Certificate. Then I found out that since my name on our Marriage License is also different than on the Birth Certificate, I also had to show marriage and divorce papers from my brief first marriage (which I had not thought to bring since I have been married to this man for almost 32 years!!). My license was due to expire 7/31 so I had to call the moving company and ask them to open our containers, find the specific box that had this ancient information in it and have them send it to me.

On a good note, I got my license a couple days before expiration. It cost us over $200 for the movers to do the looking and shipping, so not so good on that point. If the SCDMV had offered the afore mentioned appendage, I may have considered it!! Bottom line, I guess I'm glad for the security in retrospect, but at the time it was a real PIA! I kind of felt that as a born and raised American that had been driving for a very long time with a totally clean record, I was being treated like someone trying to get away with something. Luckily everything turned out well for us and we wish you the same good results!

DMV's are getting tough with all of the identity theft and fraud. FL recently tightened up their requirements a lot. My wife and I recently got our SC licenses, and didn't have any trouble since we had researched it and found out what was required. Our utility bills are in my name only, but they accepted a pay stub from my wife's work as proof of residence.

My experience here hasn't been bad; about on a par with FL. I used to live in CT- now, I could really tell you stories about the DMV there!

Here's the official DMV checklist for first-time licenses/ID's (Careful...other DMV sites aren't SC's official one, and some info might not be correct):

go to scdmvonline dot com

go to "forms and manuals"

look for "MV-93" form (about halfway down). This is the checklist for US citizens (International customers would use the "MV-94" one).

Yes, it can be a real pain in the neck getting your license here. My husband had the great idea to do it the day after we moved here. I had researched online and had seen the list of documentation we needed but he insisted we didn't; took 3 trips to the DMV to get it right, and a trip to the bank to get a letter as proof of residency. Needed proof for our 20 year-old son as well who lives with us. They accepted a letter with a yellow forwarding sticker for that.

In 2005 the U.S. Congress passed the so-called REAL ID Act (Pub.L. 109–13, 119 Stat. 302). The act explicitly modified federal law pertaining to security, authentication and issuance procedures and standards for state drivers' licenses and identification (ID) cards. The law sets forth stricter requirements for ID documentation to be accepted for a state driver's license for "official purposes." As a result, most states now have much more stringent requirements for ID documents that someone must present to obtain a driver's license.
