Anyone know what if any laws pertaining to motorized bicycles on the islands? Legal to operate? If so, any permits or licences? Also is this a good way to get around?

Here on Kauai it is very loose; I see kids on all sorts of motor / mini bikes on the roads all the time. I'm talking kids not teenagers.
I don't know what the differences between bicycles and motorized bicycles would be. I'd suspect they'd fall under the same laws and restrictions as mopeds? I think both mopeds and bicycles are required to be registered and they get an ownership sticker attached to them, although they don't generally seem to be licensed. There is an age restriction for mopeds, I don't know if there would be one for motorized bicycles. Neither one is supposed to be ridden on sidewalks, especially in the more congested areas such as Waikiki and downtown Honolulu.
