I wonder if the Romans knew how many years before the start of the Common Era this was when it happened. Also I want to know if Rome was incorporated as a City under local law.

Erm, I'm not too sure that I actually believe the story of Romulus and Remus being suckled by a wolf :-D. I suggest its impossible to tell exactly when the first family/families put a stake in the ground and said lets live here.

As for its legendary founding, read Livy. Romulus gathered a number of outcasts...did not have wives...rape of the Sabine women...Etruscan kings...etc...expulsion of kings and founding of the republic...flitation with the twelve tables...etc.
