I am using the popcorn stitch for a baby blanket and it has been so long since I made one that I can't remember how big to make it. What is supposed to be the finished size, and how many stitches to the chain for the size.

Also what do you use for a border? Do you finish it off with a crocheted border? I am thinking about crocheting a ribbon or something on the edge into the last row and go around.

Can anyone out there help me?

I make crib quilts, and in the past have crocheted crib blankeys. The size should be about 42" by 34", give or take a couple of inches on either end.

I have a thought about the ribbon: you might want to rethink that, as the mom has to launder the blanket thousands of times over the years, often to remove vomit and other bodily productions. Ribbon may not last...

You might consider just doing a single or double stitch, or a double double stitch, or even a small shell stitch, all around the border.

There are many free crochet patterns on the internet if you want to Google. I don't know if these will help but they're a start:

If you ever want an easier baby blanket, you can make a granny square and just keep adding rows until it gets to the size you want. Those were my favorite blankets when my kids were babies.
