The OP needs to give more details along the line of K'ledgeBldr -- is the space in the existing home topped with some kind of attic space or is there a vaulted ceiling? Is the local building code going to allow a second floor addition? Is that going to push the "floor area ratio" out of regulation? Is the existing hallway compliant with current code?
Given that the OP only wants a studio for painting it could be essentially a "raw box" so that would really cuts costs for the "finish phase". They might be able to do this very economically.
If they cannot answer the questions above themselves they need to find a local contractor that is willing to get involved in the "Pre purchase evaluation". Often neighbors can recommend a builder that had done good work on additions or renovations. Some real estate agents also keep a file of qualified local builders.
This could be a smart way to get the space they need without busting the budget.
