You need to decide based on budget, where you work, your school requirements, commute time, etc.

Apartments in First Colony in Sugarland and Cinco Ranch in Katy are full of desis. Stafford has desis living in the apartments around BAPS temple. People working in Medical Center or downtown live in Pearland.

The Telfair area of Sugar Land. Thats going to be the highest concentration of Indians in the Houston area.

You'll find quite a few along highway 6 and beechnut/bissonnet, which is just outside of Sugar Land.

You asked about middle schools and high schools with the largest concentration of desis. These would most likely be in Sugar Land.

Keep in mind that neighborhoods are zoned to specific schools, so if a particular school is important to you, first find out if the apartments you are considering are zoned to that school.
