I agree, but there is a huge popular clamoring for fiscal austerity. IMO, cuts, where ever you decide to make them shouldn't be made until after the recovery is well entrenched. Present demands for fiscal austerity now make it more likely we'll see a double dip recession.

MSFC Layoff Rumors and Facts 1 (The Monday After)

Its too soon to know all the details of contractor layoffs at MSFC. It will probably be about a week before reliable details are known.

NASA people are having plenty of meetings and facing tough decisions, and contractors are holding meetings with employees to tell them what they know so far.

The picture isn’t pretty. Layoffs are coming by July 1, and the real question people want to know is not clear-how many and who (and am I one of them)?

The calculations of who has to cut what are complex. Overall, the center has to finish a re-plan to make up the ADA deficiency in CxP work.

One of the more common questions is if the WARN Act specifies a 2-month notice, and there are 3 months left in the fiscal year (starting July 1), what’s the point? The answer is the WARN Act only applies to certain conditions, and this is part of the complexity of calculating how to make up the ADA deficiency. For example, a contractors direct employees are covered under certain conditions, but not their subs. The subcontractors policy on terminations applies (typically 2 weeks, or whatever).



Some facts:

-The number of layoffs will be significant. The rumor mill is all over the place. Some say it’s 33% for engineering at MSFC (level 3). Some still quote the 30-60% number in the Bolden memo from last Thursday. Some say it’s even higher.

-Level 2 (CxP) layoffs will be in the high range, possibly above the 60%, and maybe much higher.

-MSFC decides it’s priorities and notifies the contractors. It won’t say “keep this person, but not that one.” The contractors then have to make the tough decisions from there.

-Jacobs had two identical meetings for employees today to update them, one in the morning, and one in the afternoon.

-Depending on the situation, some contractors could opt to reduce hours to minimize the number of people let go.



Some rumors:

-”I’ll get a 2-month notice, take a month off, and come back when FY2011 kicks in…” It’s not that simple. If the whole purpose of this exercise is to make up the ADA deficiency, it stands to reason that decision makers will have to think about avoiding the WARN Act. That is bad news for subcontractors, and since the Warn Act kicks in at a certain percentage, each contractor has a reason to try and minimize the number to stay below that percentage. Some will have no choice, depending on the number affected for that specific contractor.

As far as what happens when we get to FY2011, it really gets unclear. The variables are will Congress make a decision on appropriations by then, and if not, what will the continuing resolution look like?

It would be good to hear more from the Huntsville congressional delegation besides their opposition to the admin’s plan to cancel CxP. It’s getting a bit late for that. If they care about their district, they should tell us how they are going to push for a FY2011 appropriation before FY2011 starts. A continuing resolution will just make things worse.

CxP is like an anthill that took years to make, and it’s about to get kicked and scattered. The sooner it gets put back together, the better.

Some of these "facts" from the website you linked are not quite correct.

1) We are looking at 50% ~ 100% layoff of existing support contractor workforce in some departments.

2) We've been told that Level 2 (CxP - mostly in Houston, JSC) will layoff ALL of its support contractors.

3) MSFC will decide which "task" to keep and which to cancel, but will not/ can not identify individuals by names. It's upto individual contracting firm to keep or layoff the individuals.

4) Most contractors are having meetings on this

5) Maybe, but you can not employ individuals on 50% time and pay. Contractors can use their employees on other "projects" if they have them. For example, the Army side.
