As recently as 2006, 10 states allowed immigrants to apply for a driver’s license without proving their legal residence. As border control has become a bigger political issue, however, that right has evaporated in all but three states: Utah, New Mexico, and Washington—which may soon be the last place where all drivers can get a regular license.
From what I understand even though illegals can get a DL in WA state - their DL has some indication on it that is different to the "usual" dl.
I still think it's time this was stopped giving DL to illegals altogether. I know a non citizen cannot get what they call an "enhanced" WA DL for ID purposes (this enhanced DL can be used as a substitute for a passport to cross into Canada or Mexico for example).
New Mexico's rationale was that it would help police identify drivers and decrease the number of people driving without insurance. The latter did not happen and both the Dem. & Rep. contenders in this year's gubernatorial election will repeal driver's licences for illegals.
A June 2010 Rasmussen poll shows the Republican (Martinez) & Democrat (Denish) running neck and neck (44% vs 42%). I expect Martinez will pull away in the next few months.

From those short clips, it looks like Denish is just going to give the same song and dance and promises - create jobs and be for everyone, blah blah blah, like all politicians - promises without specifics. Martinez appears to be much tougher, not afraid to land on one side of an issue.

As if illegals stopped driving once their DL was revoked.
I actually know several that still drive, no DL and no insurance. Be careful out there.
