Of course they are. If we relied on federal law to determine what illegals are and are not eligible to receive, we could also argue that they are not eligible to obtain work, or a SSN. Heck, they aren’t even eligible to be here. The day illegals begin to obey our laws, will be the same day pigs begin to fly.

This is because the Fed used to handle this and now they have a "hands off" approach to illegals receiving benefits.
States have to do this to save budget money. Illegals are starting to overwhelm the system.
