Bills targeting illegal immigrants seeking work, public benefits, awaits action in Pa. House :: The Republic

They wouldn't be drafting laws to stop the theft of benefits if that were true.

Scarnati said the bill is in response to what he views as the Obama administration's failure to deal with the nation's illegal immigration problem. He acknowledged federal law bars illegal immigrants from receiving federal, state or local benefits except for emergency medical care, necessary immunizations and disaster relief, but said current state law is too weak to enforce those provisions.

Which, in summary, means that they are getting them through widespread fraud.

It doesn't mean that at all. Look, I am for locking down the borders. But don't make assumptions without looking at the hard numbers.

Of course they are. If we relied on federal law to determine what illegals are and are not eligible to receive, we could also argue that they are not eligible to obtain work, or a SSN. Heck, they aren’t even eligible to be here. The day illegals begin to obey our laws, will be the same day pigs begin to fly.

I'm not saying fraud is or is not rampant fraud. Just provide some concrete numbers and we have a thread.

Yes, let's not make assumptions.

Fraud resulting from payments to non-eligible individuals, including illegal immigrants, is especially acute in Medicaid. In 2009, the Auditor General's office found that DPW failed to make proper eligibility determinations on more than 1,600 randomly selected applications between January 2005 and March 2008-resulting in $3.3 million in payments for a fraction of ineligible recipients. The total cost of this fraud across Medicaid is more likely to be hundreds of millions of dollars. Many of the improper disbursements were due to DPW's failure to verify basic information about the recipient, such as age, disability, and legal status.

By reducing spending on those ineligible for benefits, HB 1359 will help to address the pinch Medical Assistance will have on the state budget, and ensure that the Medicaid program is truly helping those in need.

Many states are enacting laws that further clarify what is and what is not allowed.
This is because the Fed used to handle this and now they have a "hands off" approach to illegals receiving benefits.

States have to do this to save budget money. Illegals are starting to overwhelm the system.
