If they paid a living wage they would find employees. It's just that they can't take advantage and pull tricks like skipping or delaying the workers paychecks or not paying into social security.

People are lined up at Wal-Mart filling out applications. Now that may be slightly more pleasant than a meat packing plant, but people need a job with a steady paycheck and health insurance. I'm sure someone would take that over being unemployed.
