Bank robbery is a felony and being here without legal status is a civil offense.

Probably scale. It's estimated there may be as high as 20 million illegals presently operating.
Bank robbers number in only the hundreds each year. Maybe a thousand or two in a 'bad' year....and bank robbers don't complain when they get caught.
