Qwerty you can download XAMPP here which will allow you to develop a site on your computer. This will install a "server" on your computer so you can work with PHP files and MySQL databases which is the most common arrangement on public servers.

From there you can install Drupal, Wordpress etc. Adding or editing content is really simple, both offer an easy to use frontend and various tools to help theme a site etc. . With a little bit reading you can develop something presentable and usable.
