The Prophet Muhammad (peace and blessing of Allah be upon him) said,
Allah has appointed an angel in the womb, and the angel says,
'O Lord! A drop of discharge (i.e. of semen),
O Lord! a clot,
O Lord! a piece of flesh.'
And then, if Allah wishes to complete the child's creation, the angel will say.
'O Lord! A male or a female?
O Lord! wretched or blessed (in religion)?
What will his livelihood be?
What will his age be?'
The angel writes all this while the child is in the womb of its mother."

The Prophet Muhammad (peace and blessing of Allah be upon him) said,
Noah and his nation will come (on the Day of Resurrection and Allah will ask (Noah),
"Did you convey (the Message)?'
He will reply, 'Yes, O my Lord!'
Then Allah will ask Noah's nation, 'Did Noah convey My Message to you?'
They will reply, 'No, no prophet came to us.'
Then Allah will ask Noah, 'Who will stand a witness for you?
' He will reply, 'Muhammad and his followers (will stand witness for me).'

So, I and my followers will stand as witnesses for him (that he conveyed Allah's Message)."

That is, (the interpretation) of the Statement of Allah: "Thus we have made you a just and the best nation that you might be witnesses Over mankind

Why wouldn't allah know where sperm comes from?

The Qur'an is not intended to be a science book or a detailed account of human anatomy.

The Ayyat is not speaking of sperm, the words main dafiqin, can be interpreted many ways but carry the connontation of a liquid moving under pressure.

Different interpreters have varied in the definition a few examples besides what you quoted:
86-6. He is created from a water gushing forth
86:6 (Asad) he has been created out of a seminal fluid
86:6 (Y. Ali) He is created from a drop emitted-
86:6 (Picktall) He is created from a gushing fluid

The wording of the Qur'an is intended to be easy to understand by people of all educational levels. Not necessarily an accurate scientific explanation
The over all message of Surah 86 is:

It discuses two themes: first that man has to appear before God after death; second, that the Qur'an is a decisive Word which no plan or device of the disbelievers can defeat or frustrate.

First of all, the stars of the heavens have been cited as an evidence that there is nothing in the universe which may continue to exist and survive without guardian over it. Then man has been asked to consider his own self as to how he has been brought into existence from a mere sperm drop and shaped into a living human being. Then it has been said that the God, Who has so brought him into existence, has certainly the power to create him once again, and this resurrection will be for the purpose to subject to scrutiny all the secrets of man which remained hidden in the world. At that time, man will neither be able to escape the consequences of his deeds by his own power, nor will anyone else come to his rescue.

In conclusion, it has been pointed out that just as the falling of rain from the sky and the sprouting of plants and crops from the earth is no child's play but a serious task, so also the truths expressed in the Qur'an are no jest but a firm and unchangeable reality. The disbelievers are involved in the misunderstanding that their plans and devices will defeat the invitation of the Qur'an, but they do not know that Allah too is devising a plan which will bring to naught all their scheming and planning. Than in one sentence the discourse has been summed up, with a word of consolation to the Holy Prophet (upon whom be peace) and a tacit warning to the disbelievers, saying: "Have patience for a while: let the disbelievers do their worst. Before long they will themselves realize whether they have been able to defeat the Qur'an by their scheming or the Qur'an has dominated them in the very place where they are exerting their utmost to defeat it."
Syed Maududi's Commentary for Surah #86

The Surah does that quite well

86:1 (Asad) CONSIDER the heavens and that which comes in the night! [1]

86:2 (Asad) And what could make thee conceive what it is that comes in the night?

86:3 (Asad) It is the star that pierces through [life's] darkness:

86:4 (Asad) [for] no human being has ever been left unguarded. [2]

86:5 (Asad) LET MAN, then, observe out of what he has been created:

86:6 (Asad) he has been created out of a seminal fluid

86:7 (Asad) issuing from between the loins [of man] and the pelvic arch [of woman]. [3]

86:8 (Asad) Now, verily, He [who thus creates man in the first instance] is well able to bring him back [to life]

86:9 (Asad) on the Day when all I secrets will be laid bare,

86:10 (Asad) and [man] will have neither strength nor helper!

86:11 (Asad) Consider [4] the heavens, ever-revolving,

86:12 (Asad) and the earth, bursting forth with plants!

86:13 (Asad) BEHOLD, this [divine writ] is indeed a word that between truth and falsehood, [5]

86:14 (Asad) and is no idle tale.

86:15 (Asad) Behold, they [who refuse to accept it] devise many a false argument [6] [to disprove its truth];

86:16 (Asad) but I shall bring all their scheming to nought. [7]

86:17 (Asad) Let, then, the deniers of the truth have their will: let them have their will for a little while.

Well it succeeded there! LOL
But why would the CREATOR OF THE UNIVERSE create ONE book and write such nonsense instead of a science book that included a detailed account of human anatomy? Why would he lie about things like where sperm is made? The so-called science in the Quran is just a mess of nonsense. Why wouldn't the CREATOR OF THE UNIVERSE actually impart useful knowledge. He totally failed at morality. Here's a chance to redeem himself and help out in the sciences. Seriously, this CREATOR OF THE UNIVERSE knows EVERYTHING we know today and so very much more and he writes one book that looks like something Muhammed would have written.

86:6-7 He is created from a drop emitted - proceeding from between the backbone and the ribs.

is not what b6: 6-7 says

It says

خُلِقَ مِن مَّاء دَافِقٍ (86:6)

يَخْرُجُ مِن بَيْنِ الصُّلْبِ وَالتَّرَائِبِ (86:7)

transliterated into English letters it reads as

Khuliqa min main dafiqin
Yakhruju min bayni alssulbi waalttaraibi

a literal translation of main dafiqin is " a small amount of fluid moving under pressure.

a direct literal tanslation of waalttaraibi is "and Female pelvis"

A better interpretation of the 2 ayyats is:

86:6 (Asad) he has been created out of a seminal fluid

86:7 (Asad) issuing from between the loins [of man] and the pelvic arch [of woman].

Arabic is very difficult to translate into English as some words have no corresponding English word. In these 3 ayyats the words dafiqin and waalttaraibi have no corresponding English words.

dafiqin carries with it the concept of a small amount fo a moving liquid. waalttaraibi is 2 words the wa denotes the word "and" the word "alttaraibi" is an anatomical term denoting the female pelvis. __________________

The verse says that the gushing water comes from between the backbone and the ribs,
and we say that this water (semen) is formed rather in the testes as the egg is formed in the ovary in the woman.
So how can we reconcile the ... Commentary on the verse

86:6
Sahih International
He was created from a fluid, ejected,

Dr. Ghali
He was created from effusive water,


86:7

Sahih International
Emerging from between the backbone and the ribs.
Muhsin Khan
Proceeding from between the back-bone and the ribs,
Pickthall
That issued from between the loins and ribs.
Yusuf Ali
Proceeding from between the backbone and the ribs:
Shakir
Coming from between the back and the ribs.
Dr. Ghali
Going out between the loins (Or: backbone) and the breastbones.

It is pretty clear that Allah is saying that sperm comes from the area between the back and the ribs. In fact, this is not correct.

Even if I throw out all the other translations and accept Asad’s definition of sulb as the male loins, it it just isn't true that sexual reproduction is the consequence of a union between the male loins and the female pelvic arch.

The pelvic arch is a specific part of the pelvis. A claim of euphemism does not apply due to the specificity of the description. And this is AFTER stretching the translation to an absurd extent.

We are talking about a book written by THE CREATOR OF THE UNIVERSE. THINK about that. A being that created EVERYTHING THAT EXISTS and is all powerful and all knowing. Certainly a book written by such a supernatural power would be written clearly and understood by all. There would be no need to twist meanings and try to figure out tricky translations to cover for this all knowing being. I would expect a remarkable, brilliant, breathtaking, super-intelligent, enlightening, rational, profound dissertation of incredible revelations!

Instead, we have a poorly written mess of mistakes, impossible to understand, confusing, contradictory, insignificant, irrational, senseless drivel.

backbone and the ribs. The lymphatic vessels also end in the same area, i.e.,
between the backbone and the ribs.
Can there be any doubt, after all this, that the testes and ovaries receive
nourishment and blood from, and are connected to nerves that come from, between
the backbone and the ribs?
