I'd like to move to a southern city if I don't move out East. But I don't want to be in a southern city like Atlanta, Charlotte or Dallas, where there are tons of transplants living there.

It depends on what you consider local. Jackson does have people from all over the country, and also especially from all over Mississippi. It's definitely "Southern." It depends though on what atmosphere you are looking for: Belhaven and Fondren near downtown are beautiful and more urban. Madison feels like Atlanta suburbs but yes with a bit stronger southern influence still. Rankin County near the Reservoir is prosperous middle class, suburban, and southern but I would imagine that yes there are people from everywhere.
