Candidate 1. Graduated with highest honors from small local university in 2010. Worked at family business until it closed shortly after finishing college, and then at two low-paying jobs requiring no more than HS education for no more than four months each. Unemployed rest of time without justifying it on resume.
Candidate 2. Never held a job for more than one year, although with short periods of unemployment (<4 months) between each job. What stands out is that the last 7 jobs were in Quantico, VA; San Diego, CA; Bemidji, MN; Puebla, Mexico; Concord, NH; Danbury, VT; Nelson, BC; and Vancouver, WA. Does not justify phenomenon on resume.
Candidate 3. Has an M.B.A. and some moderately impressive past job titles, but also served 18 months in prison for a count of felony false imprisonment.
Candidate 4. Normal job history. However, includes a large picture on his resume of him in a FUBU jersey looking like a thug.

Are you sure candidate 2 is not military (or married to military)? Some of those locations I know have military bases.
Candidate 1 obviously has had difficulty finding a job in this economy. I'd give them an interview at least. They might just need a chance.
1) seems to be a solid candidate. It's not uncommon to see periods of unemployment or underemployment in this economy.
2) needs some additional investigation into work history. Typically we see this scenario with military personnel/families. If that's the case, probably an acceptable candidate. Otherwise, short periods of employment in unrelated positions could suggest performance issues, but the candidate should be given an opportunity to explain.
3) history of violent crime = 99.9% chance of immediate rejection. The only exception if a LOT of time has passed since the conviction, with excellent references and work history afterwards. Even then, definitely a long shot.
4) depends on the nature of the job, but would probably not get an interview. Not because of his appearance, but because including a photo (especially a casual photo) with an application suggests lack of professionalism or understanding of business etiquette. Also, interviewing this candidate would be risky for the employer, because a rejection could be grounds for a discrimination suit under Title VII considering the candidate's race/ethnicity, gender, age, and disability status were known prior to the interview.
