Just out of curiosity has anyone ever received offers after waiting 3 weeks and beyond?
I had an in-person interview almost 3 weeks ago and I personally felt it went good. The hiring manager implied that I was practically the 1st person to have interviewed for the position. He wasn't very clear on when exactly they would be getting back to me, but did say somewhere around the end of January/beginning of Feb. He said they were looking to hire 3 people for 3 openings and wants them to all start on the same day for training purposes.
On Taleo, the job is still open if that makes a difference.

Best thing to do is to follow up via email restate your interest and inquire about the timing for the hiring process.
I did. The company I currently work for took about that long to call me back after the interview. I was interviewed July 3rd, and they called me on July 20th with an offer. I later found out after working here for six months, that they tend to drag their feet when it comes to hiring.
However, every other job I have had, I was hired on the spot.
It's typical for government jobs to wait fairly long periods because they have EO/EEO/ADA criteria to meet, and don't have a P&L statement driving the process, so it is exceptionally slow and deliberate.
Private sector, if your not offered a position with a start date during the third or fourth interview (depending on the company's process), I would think someone else got the job.
Given the hiring manager told you you were at the very front end of the interveiw process, and that it would be the end of Jan or early Feb so they could coordinate multiple hires/training, I would say you have about two more weeks to wait before I would think you were passed over for other candidates.
I think Flowerblossom 2015 suggestion to check in via e-mail and restate your interest in the position is a good one.
I have had an offer come more than 3 weeks after an interview, yes. In both cases I was told I had the job though. For my last job it took about a month. My current job it took them 5 weeks to get all the approvals in and send me the offer. Gotta love bureaucracy.

I've been contemplating on whether I should contact them for an update but I have consider that they did give me a general timeline of late January/early February and I'm worried I might come off as not having understood that and/or looking impatient.
Boosane: Wait until early Feb then. If they told you it would be late Jan-early Feb, wait to hear back from them. If they don't contact you by the second week in Feb, contact them then. It shows patience but follow through. Give them time. Don't be too needy.
The process length is different for every company, circumstances, and HR department. For an example, my company has an opening on my team and it posted on 12/1/14. A week later, I was told there was only one qualified candidate they were considering...
The position is 'legitimate', meaning there's money for it and they plan to fill it and the hiring manager wants it filled ASAP as it is a critical role for the organization; however, I asked yesterday on the status... They still have not interviewed the person. HR can be slowwwwwwwwwww.
Also, when I was hired, they knew they wanted me. They probably told HR to hire me right after my 2nd interview, yet I did not hear back for weeks. Why? The HR lady in charge of my file went on vacation and hadn't even called references yet. I bugged her the day she got back in and she couldn't find my references information. 30 minutes later, she called back saying that she had found it on her desk, references were called immediately, and I had an offer letter 30mins later. Silly HR.
