At-will or not, interviewing for another job on company time is a pretty justifiable reason for firing someone. It's also a great reason for the new employer not to hire you if they figure it out during the call. As suggested above, get a better plan.
I'm in a cubicle. If my personal phone rings, I answer it and go into an empty room nearby. As long as you don't abuse this little time away, you have a right to a private phone conversation. Other than that, SCHEDULE your phone interviews during your lunch break.
