Just received a lead from another "recruiter" who wanted to discuss a potential contract job. He is requesting a photo in order to include that with his submission to the client.
I'm not sure, but isn't that illegal in the US? I fail to see how my looks are relevant to performance results. And the client would obviously see me in person (or at least Skype) before tendering an offer at any rate.
That practice is typical in Asia, so perhaps he just doesn't know any better?

No, there is no law against requiring a picture. The law is discrimination based on a protected class such as race or over age 40. A picture requirement could be used as evidence in a discrimination lawsuit, so it's not too smart, but is not of itself illegal.
They can just look up people on LinkedIn if they have a picture. I would not send a picture to a complete stranger. It's bad enough they have your address and phone number.

What Hemlock said. It is definitely not illegal. It is also slightly problematic, and not customary.
As a hiring manager I used to get get pictures on resumes every 3-4 years. The common thread in my experience was Eastern Europeans looking for entry level jobs. I don’t hire entry level any longer, and I haven’t seen any come across unsolicited in that time.
Last time I saw pictures was for a large group of entry level positions I had posted widely on Craigslist, snagajob, monster, etc. I was hiring for about 30 positions, and received a few thousand applications. My assistant who helped me go through the resumes pulled 3-4 from very attractive Russian and Ukrainian women, who he strongly advocated I hire. I did not, based partially on the creep factor of the photos being included, partially because they didn’t have any particular experience or qualifications. I had to fire the guy a few months later for harassment.
Good if they use photos to see how polished and well groomed a person is. Some jobs require a person to be very presentable; clean, well groomed, appropriate styling, etc. No use even calling in a person who looks rather sloppy in a photo. Example, collar not buttoned down. No use calling in a person with purple hair or a Mohawk if that doesn't fit the workplace.
Bad if they use photos to screen out because of race or beauty.
I want to apply to this on site property management job, offer training and all, good pay too but they want 2 pictures. Now I have to get my experience elsewhere.
Send them a picture of Brad Pitt. I am sure all Americans look the same to Asian recruiters. After they see you, you can wow them with your experience.
