The wearing of the Kippah also started as a Minhag...But became Halacha....
No it's not Halacha to wear exactly a Kippah the Halacha is that men should not walk past [i]Daled Amot Gilui Rosh that means jewish men should not walk four cubits or mean with their head uncovered and can pretty much wear anything other than a Kippah to satisy that Halacha which is why some religious jewish men wear baseball caps or any other form of head gear than a Kippah or at least alternate sometimes

Jewish history is filled with Jewish armies. In fact, most (if not all) Jewish armies in the bible were comprised of religious Jews, who were talmidei Yeshivot. In modern days, talmidei Yeshivot are required to serve in one of 2 ways: either by going to the army, or by studying Torah... but not anyone who studies Torah is "dismissed" from the army service, only talmidei Yeshivot who study all day for several years.
This is the ideal... unfortunately in practice it's not always the case...

When only 2000 out of a Million+ Haredi actually serve, then that is a problem. When the original law was written in the 1940's it was meant for a select few and not the entire community.
