Okay, I'm doing my taxes and anticipating getting a refund on my VA, Federal, and KY taxes. How does certain cities (Sheperdsville for example) local tax affect my returns?

They don't - if you itemize your income tax return, you can claim your county property taxes. As far as how your income or 'gained money' from your returned taxes, Shepherdsville won't retax it or try to call it income for next year.
