Does anybody here feel that the people are friendlier in Vegas than where they came from?

Yes, definitely. But I came from Jersey/NYC, so that's not a surprise. Pretty much everyone I've run into in a service capacity (cashiers, people at the bank, post office, etc) here is pretty friendly. However, service is definitely slower than in NYC.

Yep, I'll second that. Neighbors, store clerks, and pretty much everyone we've run into here have been friendlier and more open and approachable than everywhere else we've lived in the midwest or the east coast, with the possible exception of the three years we lived in the Durham/Chapel Hill area of North Carolina.

I would guess the 'visitors' are friendly just because they are on vacation (unless they just dropped a bunch of money somewhere). I know I am more relaxed and 'friendly' when on vacation.

I think people are pretty friendly in LV and I am from small town Oklahoma originally.

What I consider friendly is when you speak/wave to someone in public, they respond.

I think in Las Vegas it is very common to be able to start a conversation with a complete stranger.

Not really, but I came from Kentucky and grew up on a street where the same people who lived there when I left at 23yo were at my baby shower before I was born (there are photos to prove it!). I do notice a marked lack of neighborhood cohesion here compared to where I came from, which I do miss, but hey.. that's life.

That said, I definitely don't see people in Vegas as being "unfriendly." It's just different.
