If really would prefer to stay on Long Island I would suggest Port Washington, Rockville Center, Long Beach, Port Jefferson. These towns have a very nice ambiance and somewhat of a village/downtown area. I would not recommend my hometown Garden City because it's kind of snooty and you feel like you're in a bubble. I believe the OP mentioned a preference for "Quaint New England" type of homes and environs. Port Washington is a stretch, the others aren't even close IMHO
If the OP, meant "New England," then that could mean a New England fishing village or inland covered bridge Vermont type of town. There's nothing like Vermont here. New England, then maybe parts of the North Shore. Lido Beach would fit the bill more than Long Beach, but even that's not very close. Rockville Centre and Garden City, no way. Sag Harbor and Montauk, maybe.
The hamlet of Stony Brook in the village area. Ward Melville set out to create a New England style village. There are many old homes from the colonial era, modest churches with spires and a village green. Many of my friends who have visited my Vermont house have commented that Stony Brook bears some similarities to it.
Port Jeff has the New England, touristy, seaport and shop vibe.
Of the communities I am familiar with on LI, those, in that order, would be closest.
I'm sorry I forgot you mentioned you wanted a New England type town. For Long Island the only place I can think of is Port Jefferson. As for the Albany area, Saratoga Springs.

I agree, paying $13,000 taxes for a high-ranch on a quarter-acre lot would make anyone go insane. Yikes!
