My husband and I are relocating to the US, NY in April. We have 2 kids, 3 & 5yrs and a dog. My husbands office would be located at long island city. Can you advise us of good neighborhoods to live in long island with an easy commute for my husband, good schools, young families and professionally employed urban class. We are looking at buying in the near future but would like to rent first to get a look and feel of the place. Rental budget in the area of $3k-5k, purchase at $650-750k.

Hate to say it, but you'll have problems renting with a dog. Most rentals don't want dogs of any type.
If they do accept dogs, there's a breed restriction list.
Do you know how close your husband's workplace is to the LIRR and subway?
This is an inside joke here. Ignore this. It's funny to us, but a waste of time for someone not familiar with this forum.
Is your husband commuting to LIC via car or rail? What are your lists of wants? Walk-able to restaurants and parks? Good public transit? house and yard space? school district? diversity?
Providing more details will get you better responses.
I might concentrate on Nassau County if you are looking for a suburban type area, just so your husbands commute isn't so bad. Both Nassau and Suffolk have nice areas but Nassau would be much closer.

What size house & property are you expecting to buy? Are you looking for a top top district or just a good solid one? Without knowing specific details, it's hard to say because the type of house $650-750k buys varies wildly from one district to the next. For example, for about the same price you can get a split level with not much property in Syosset or a much larger colonial with a bigger yard in Plainview. Commute times are about the same but Syosset is one of the top top districts on LI; while Plainview is a very good, solid district it is ranked lower than Syosset.
Most importantly, before you relocate, you need to learn to refer to living "on" long island, not "in" long island, or else you life will be complete hell no matter where you live
