your first step should be to call the special ed department in your district. They are required to provide free evaluations and if your child qualifies (under 3 they would be in the early intervention program, 'EI') then they will also help you find a school. If your child qualifies for EI, then once he or she turns three they will be in the preschool special ed program and again your district will supply you with a list of the special ed preschools and will pay for them.
Once the child is old enough for kindergarten, depending on how well they are functioning they may continue in a special ed school or will probably be brought into the school district for either special ed classes or regular ed with support.
Your school district also likely has a 'SEPTA' (special ed pta) and the parents there can help you with many ideas, suggestions and feedback. your elementary school's pta president should know who is in SEPTA to get you started.
