This ^. You probably had what we use to call a summer kitchen. Remove it and you have basement storage. Period

Depends on the Town and the inspector.
I had a situation where all the sheet rock and ceiling tiles had to be removed The only thing they were allowed to leave alone was the flooring; never mind cabinets, etc...
