I am renting a house from my brother. He does not live in the house with me. My question is, does he need a permit to rent it to a relative. I live in the town of brrokhaven, I know they r strict about things but I cannot find out any answers to the questions I have. Also what is considered a apartment? If there is not stove or sink is it still a apartment

Where in Brookhaven?

If you're renting a house, why are you asking questions about a stove or sink and apartment?

I do believe there's an illegal apartment or an illegal boarding house at play here.
