Is it within the norm for a seller's agent to get 4.5% of the sale price or split 2.5% / 2% with a buyer's agent?
Also, is it within the norm for the seller's agent to receive said commission in the event the house is sold by another agent within 90 days after the original contract is terminated?
Commissions are negotiable. Period. They can be higher or lower than the percentage you mentioned.
Whatever the seller and his/her agent agree on, both for the total as well as the "split" with a selling broker/agent, is between them. The selling agent only knows what the listing agent is offering to the selling side. I know of instances where the listing agent negotiated a 5 or 6% total commission, but only offered 2 or 2 1/2% to the selling agent.
With regard to being entitled to a commission after expiration and sale by another agent, it depends on what is stated in the listing agreement/contract that was signed (usually on page 2) and if the property was relisted when it was sold by another agent and/or to someone who had viewed the property during the original listing.
