You should just sneak next door and plug in your cell phone charger. Get revenge for that momentary sun glare by stealing a few shekels in photo voltaic goodness. Revenge is sweet.
Plant some fast growing trees, sugar maple or red oak work real well.
Bamboo will tear up your yard as well as your neighbor's. Also, it may not be legal to plant where you live, some towns have banned.
Agree with avoiding bamboo at all costs!
However, the price in maintenance for using red oak or maple may not be worth it. Oaks are messy trees (heavy pollen load, 'strings', and leaf/acorn cleanup) and silver maples (I'm assuming you meant silver maple rather than sugar maple) will seed themselves all over the place and their shallow wide spreading roots can cause a lot of damage.
OP, how much height would you estimate is needed in order to block the reflected glare? There's no sense in planting a huge tree when all that's needed is 10 or 12 ft, for example.
ETA: I know you said you already planted some Leyland cypress but just FYI, although they are fast growing they do have some well-known issues. They are notorious for subsequent dieback as a result of extreme temperature changes (such as we had the other week with the spate of high 90s weather) and they aren't tolerant of drought. Winter temperature swings cause damage that leads to fungal diseases. Bagworms love these trees also.
Retailers love Leland cypress because they are fast growing, easy to propagate and thus can be priced affordably (as conifers go) but also because their relatively short life means that people who have planted several as a screen and need to replace individual trees (which is inevitable) are likely to be repeat customers. If one googles "trees you should never plant", Leyland cypress is always one of the examples cited in those lists. So it may not be the permanent fix that you had in mind.

River Birch works nicely and a high enough growth rate that you will see results in a few years.

That would be a great choice and if the site happens to be in a particularly moist or well-irrigated part of the yard, so much the better.
Look for the cultivar 'Heritage' which has especially interesting peeling bark. Some growers may also sell it as 'Cully' or 'Heritage Cully' or 'Cully Heritage'. (The name game that some growers/retailers play can drive anyone crazy, LOL)
I hate white pvc. Sticks out like a sore thumb. I dont know why they dont make it morevof an earth tone or sand color.
It's available in all different colors now. Including faux wood grain. Look terrible no matter what.
In the future, this monument of tackyness will be thought of along the same lines as wood paneling, shag carpet, green appliances, etc...
My own car's windshield shines a terrible glare into my dining room while eating breakfast. Please get over this. There are much worse things like the damn neighbors' landscapers with their commercial-grade droning noise EVERY DAMN DAY. Most of you (including those who hire them) don't care because you're not home. But it's unbearable when one comes after another and you can hear the ones 6 houses down and the street behind you. And nobody wants to spend the 30 minutes on their own lawn so no war is waged against whatever these guys feel like using.
