Well, even if landscapers didn't exist, grass would still need mowing. So there would still be mowing, I guess by homeowners.
What a terrible world that would be.
EVERYBODY mowing and blowing their own lawns.

^ it's the commercial grade equipment that you can hear from a quarter-mile away. You should hear my electric sweeper... you basically can't. And it gets the job done for 1 house just the same. Mower you can't hear from 2 houses down. Trouble is they are commercial... hence the commercial noise... in a residential area.

How is this different from a reflection off the window of the house next door? Has anyone ever heard of such thing becoming a problem that demands a solution?

Well it's only July but this already a good contender for the dumbest thing I'll read all year.

There are zero town code issues at play here. All professional solar companies go through the process of getting a permit from the town, which is then inspected. Nobody is hiring guys from the Home Depot parking lot to install them.

What is anyone going to whine about? For 300 seconds a day, for part of the year, there's a glare in our yard?

Please a single town code that is even remotely applicable. I'll wait.

Solar usually, if installed right, blends into the homes roof. Having an obnoxious glare is unfortunately most likely an anomaly.
Unlike PVC fence which is unavoidable, it's in your face everywhere. And there are documented cases of eye damage and severe sunburn from the glare. I say keep the mowers and solar and ban PVC fence.

Agreed 100%!! Not sure where you're located but checkout Huntington Calm http://huntingtoncalm.org/
and email your council members... they are looking for a summertime ban for gas leafbloweres, there's no leaves in the summer and depending where you live, there are basically blowers going 7 days a week from 7am to 8pm, 11 mos a year.

What do you know about town code fella? No one is talking about the permits from the solar company... I can get a permit for pretty much anything in Huntington, it's not an incorporated village. Obviously it bothers the guy so who are you to say it doesn't? It's not happening to you.

Oh and hear you go..just for starters...this is from huntington

Except the reflection of the sun off a solar panel is not, by definition, a "luminaire." That would be a light generating fixture. A reflection is a nuisance maybe, but not covered under that code.

that could be argued, a lighting fixture is a fixture that emits lumination, lumination means "to throw light on"... lets not get into a pissing match

You can argue with the code and pizz wherever you like. A luminaire is a measure of electric light thrown by a fixture. A reflection off glass is irrelevant and doesn't meet the code. Plus you cited a code for "non-residential" anyway and the OP is clearly complaining about a "house next door."
