I got a similar white zone ticket. I paid it, made a copy of my check and wrote to the LA Parking Violation Bureau and sent them a copy of the check too. I explained in my letter that this area had meters that were available, and i paid the meter, the curb was not painted white and it was at 1 am. I explained that this area is very congested, and these meters should be open for parking for people that are patronizing the local shops. The meter itself had no sign on it and the signs were at the end of the block,very far from the meters. I asked them to please make the signs more clear, or sign the meters. Understanding how difficult it is to park in LA already, any improvement would be great. I suggested these meters should be open to the public at this time in the evening.

Two weeks later I got a refund on my ticket "in the interest of justice." And I didn't even ask for a refund. I just asked to please help us understand these signs. Thank you, nice person at Parking Bureau!

Agreed, that sign is intimidating and confusing as hell, and I have a MA in Communications. I would have parked somewhere else, just to be safe.
