This opinion piece in the L.A Times says making property owners responsible for the sidewalk in front of their property is the right thing to do.

^^It is state law that makes the adjacent property owner responsible for the sidewalk. Most cities in California follow this convention. LA was an exception when it shifted it to the city 40 years ago. Apparently, San Diego is having the same debate now as well.
