Because the highway curves, rises, and drops, slightly, before you get to the 605, which causes a bottleneck of sorts, which slows everyone down even as far back as Fremont. You also have an old on ramp system through that area, it leaves a very short distance to get up to speed and merges cars trying to exit with cars trying enter. It worked great in the 50's but a lot has changed.

This is something I've been studying since I've had a Drivers License. If there is the slightest change in the direction or elevation of the highway (or God forbid, both) traffic tends to slow dramatically. The 10 Freeway from Pomona (57 FWY) to Ontario (I-15) is another example. It's absolutely mind bogleing, but true.
