I hate to sound un-neighbourly, it's just a very different culture to what I'm used to so I'm trying to understand how it all works before I get there and inadvertently make a bad impression on our new neighbours
If you are buying a house its a good idea to read the restrictive covenants before you make an offer. Those will determine whether you need to get approval for play structures. It varies by neighborhood. A good real estate agent should be able to advise you.

Around here my experience has been that play structures are shared by immediate neighbors, but not generally by the whole neighborhood.
