Worst case scenario is Friday afternoons in the summertime. If he left work at 5 pm, he would not get home to Rehoboth Beach until 9 pm at the earliest. On an average day 3 to 3 and half hours drive would be the norm. A big plus for Rehoboth is that is gets less wintry weather than Havre de Grace and Herndon. Rehoboth does involve crossing the Chesapeake Bay bridge. Slightly closer to the bridge is Easton Md. Voted one of the best small towns. Check this place out.
Havre de Grace would involve a lot of driving along I-95, which can be one long parking lot at times. However, it is probably 1 hour closer to upstate New York for you.
Hagerstown, MD has lots of amenities, has some awesome inexpensive older homes, and not a bad commute via I-81.
Three places in PA I recommend checking out are Butler (National Geo pick for small town and close to Buffalo), Harrisburg, and State College.

Butler is north of Pittsburgh, 5 1/2 hours from where I am in MD. Butler's, oh, 3 hours closer to 4 from Buffalo on some interesting roads.

I mentioned Calvert County earlier, a few people from here go to Herndon for work, it's usually just under 2 hours.

In south-central PA the Carlisle area is pretty good. State College is a bit further than she wants to be.
