The trick with Frostburg is that the price point is a bit higher for a family neighborhood. The college rental district is about 1/4-1/3 of the town now, and it has driven up the prices. A good family home would still be cheap by downstate standards, but more than what you would pay for a comparable house in Cumberland, although probably similar to LaVale.
