Default Carpet Replacement Required?

I live in Baltimore County and moved into an apartment 3 years ago. The carpet was not new at the time, but was tolerable. I have heard (am looking for proof) that Baltimore county requires landlords that provide carpeting in apartments to replace said carpet every so many years, dependent upon how long the tenant has lived in the unit and whether or not it was new at the time of rental. Anyone know where I can find this info? TY
