TOD - transit orientated development is a real thing. If you look at CT going south of springfield nearly every rail stop has a significant apartment complex. The prior governor was a bit of an ass to say the least but he loved transit and planted a fair amount of the seeds for this. Further north in springfield there's silverbrick apartments next to union station and a fair amount of restaurants.

Projects like this are complicated. The court square one in springfield involves mgm sponsoring housing, a company taking tax credits and then a reselling of a building just sitting there. In Europe this might be called a SPV - special purpose vehicle.

Now looking at the site I don't think there's anything technically wrong with it but what does it actually encourage. You start from the bottom up. Personally I don't find that many places that have studios and three bedroom apartments I find to be very rare. That's nearly a 1/3rd of these units. For a three bedroom I'm assuming a couple with one if not two kids. That's fine but when we start asking about above that then I wonder about fire codes and traffic. How many cars are allowed per unit? How many guests? What manages parking?

If crime is a concern frankly I find that if you take control of parking and cash you can lower it significantly.

The other part of this is section 8 will be accepted...but like all of them it's up to the section 8 administrator to ensure compliance. If there are any violations then the rental ends. Mass Nahro has significantly expanded training for section 8 termination hearings over the past four years. They wouldn't be doing that unless they anticipated more of them. Saying this I would generally expect good enforcement but until it opens up I don't know who would move in.
