No, genes are only activated by environmental stimuli.
That is why most babies are not born with disorders, but as they get older, they develop dis-ease (mental or physical).

As mentioned, environmental cues must be present, for genes to be turned on or off, otherwise babies would have many more disorders than they do. Most people develop disorders. BPD, particularly has also been called Post Traumatic Stress Disorder, commonly because of traumatic childhood experiences. It is true that even adopted children will grow up and parent their children similarly as they were parented.
