At least according to the GaWC network, yes, yes it is. I think a lot of this has to do with international presence and trade relationships, degree of multiculturalism, etc., but their rationale makes sense in Miami being a "World Class" city in that sense.

Another thing I consider is a cities role in the global economy. In terms of finance and policy, NYC and DC dominate. In terms of commodities, Chicago hands down. In terms of anything Asian, the combined ports of LA/Long Beach penetrate the world over. I'm certain Miami is global, but I'm not certain Miami really does any of these things. I guess the best way for me to see Miami as global is this. What has Miami done that penetrates the world over. What can some kid in an obscure part of the world say in unequivocally Miami, and everyone around him know it too. To me, that is global class. Another thing I think defines globalism is a way a city connects to other global cities. For example, Los Angeles, New York, Chicago, etc probably do greater business with Tokyo, London, and other global cities than the capital of a neighboring state. These cities in many ways operate with greater magnitude in a more global economy than they do with a more local or national economy.
Let's start with this first! I find this premise of yours rather bizarre though. Miami doesn't have the "name recognition" across the world without adding Florida to it? Could you name how many other cities in the world are named "Miami"? The city has been world famous for decades so could you please show how it lacks recognition Globally?

A global city has relations with other global cities. Miami is on its way of being one. Need more middle eastern/asia links to the city. Just because we have close relations with Latin America doesn't make it a global city automatically what about other parts of the world?. We're starting to get Middle eastern airlines (Qatar) and mainland Chinese coming to the city. LA and NYC have people from all backgrounds and on a larger scale. We're kinda like Nice, France is to Paris as we are to New York.

Miami is the Capitol of Central America.

Whenever there are political issues in much of the Caribbean and Central America, Miami is where the social elites move their cash and assets to.

And it's often where they move in order to live in a semi-Spanish society. And many already have residences there--before turmoil in their countries fully occurs.
