A dirty secret is that our gasoline taxes do not cover the full cost of road and highway maintenance, so we really don't pay enough taxes dedicated to transportation infrastructure, and we do need tolls and other means to maintain and improve our roads (unless you want to pay European prices at the pump?). I'm actually in favor of congestion pricing or open road tolling in some heavy congestion areas since these areas are the most in need of maintenance, traffic improvements and transit alternatives (BTW, some of the areas in mind are where I would be affected too). However, I don't think it's fair to "punish" west Kendall residents just because they have to use an MDX highway instead of Weston residents who use an Interstate...
