What he described is the same as what I experienced. I left Active Duty in '01.
Every school has a length. Some schools may be 4-weeks, other schools may be 50-weeks. Every Friday you sit an exam of what was taught that week. If you pass then you can move on to the next week of instruction. If you fail, then they will assemble a board to discuss, review and likely set you back a week.
A 'dream sheet' is where you write what you would prefer for assignment. In you case, you prefer to be stateside.
Your college credits have no connection to the Navy. Your college grades have no connection.
