Prohibitive laws reduce the behaviors they target? That's not what I've been looking at. It's no different now than it was 40 years ago. Young people smoke cigarettes, or weed, or drink, or buy drugs at school. Is heroin use waning because it's illegal?

That said, your post poses grave concerns. At age 18, one is legally an adult. It's time to start treating 18-year-olds like the adults they are, instead of like children. Give them the information they need to make wise decisions.

Time to stop delaying adulthood. There's a reason why "30 is the new 20" has become a catchphrase -- it's because we are coddling young adults and treating them like children. And they are responding to that. Time to turn the trend back.

The drinking age is 21.

This is just grandstanding on the part of the city of Edina. If they want to stop people from smoking then make it ileagal or leave it alone. I don't smoke and never have. But changing smoking to 21 accomplishes nothing until it is a national law.
