Not sure if that particular music is played but a few African bars you'll want to check out are:

The Twin Cities isn't quite as eclectic/cultural as you might hope (are specifically asking about) but there's still some fun things to be seen.
I'd love to find a place like what you're asking for though...

This may not be exactly what you're looking for but it's cool alright....
Check out this Spanish-themed place called Solera. Very nice and they have events like belly dancing and fire-eating on New Year's with a rooftop view of downtown.

Another good place to eat with live Latin/Cuban music is Babalu on Washington Ave.

Coming up soon is the MN State fair - if you can make it, go check out the line-up at the International Bazaar stage - usually some reggae there...
