Public assistance are government benefits provided to the needy, usually in the form of cash or vouchers.

There is no cash given and Section gets vouchers, Housing does not.

NYCHA is Public Housing, which provides assistance (affordable rent) to those who fall into the income brackets.

that's in your mind..it does not say anything about housing.. look it up!!
It is government aid to the poor, disabled, or aged or to dependent children, as financial assistance or food stamps.

Of course NYCHA is a form of public assistance.

Public=Public Housing
Assistance=as·sis·tance

Noun
The provision of money, resources, or information to help someone.
The action of helping someone with a task: "the work was completed with the assistance of carpenters".

NYCHA is providing the resource of Public Housing at a discounted/affordable rate =Public Assistance

DUH of course I did cause I was explaining to someone who seems to not understand something that is evident.
How do you think NYCHA apartments are so affordable if its not a form of public assistance?
You can tell yourself all you want by moving into NYCHA that you aren't taking public assistance if that makes you feel better. Us tax payers who pay our own market rate rent will know the truth.
