NYC is made up of 5 boroughs (I live in Queens and pay NYC income taxes, so I should get a NYC-related forum). I think each borough should have it's own separate forum and each one should include NYC in the title.
Sounds good except when posters are asking general questions about where to live and have not settled on a borough. Posters might suggest more than one borough to them, which might make the subforums veer a bit "off topic."
That's a good point - perhaps there could be a general NYC forum and then have the sub-forums for each of the 5 boroughs within that general forum.

It would be a good idea to separate the forums Manhattan, Brooklyn, Bronx, Queens, Staten Island then a NYC General sub. It would make it much easier.
